Application Private Cloud for the Social Insurance Agency
October 17, 2025 ┃ 6 min read
Challenge
The public sector manages a large number of internal applications and systems that were created in different technological environments. Their maintenance is costly and demanding in terms of team coordination and security processes. The Social Insurance Agency faced the need to unify its development and operating environments into a modern platform that would ensure greater stability, security, and efficiency in IT infrastructure management.
Increasing operational and maintenance costs for IT environments.
The need to strengthen infrastructure security and control.
The demand for a scalable solution supporting application development and deployment.
Solution
Aspecta designed and implemented a comprehensive cloud platform, Application Private Cloud (APC), operated in the Social Insurance Agency's data center. The platform is built on Red Hat OpenShift on Baremetal and provides managed DEV, TEST, and PROD environments for the entire software development lifecycle.
APC includes supporting services for monitoring, logging, backup, and security oversight. The solution leverages enterprise components such as Red Hat Advanced Cluster Management, Advanced Cluster Security, and OpenShift Container Storage. It enables centralized application management and supports a DevOps model with DevSecOpselements, strengthening security standards throughout the development process.
Implementation
The project was executed in two main phases:
2024: Architecture design and environment preparation for integration with internal systems.
2025: Platform go-live and launch of managed environments for development teams of the Social Insurance Agency.
Collaboration was carried out in close coordination with the client’s security and operations teams. Aspecta delivered the technical design, implementation of platform components, and integration with networking and storage services.
Results and benefits
Before implementation, the Social Insurance Agency lacked a unified infrastructure that would effectively link application development, testing, and production deployment. The introduction of the APC platform therefore meant more than just technological modernization—it made it possible to use existing resources more efficiently, strengthen security standards, and accelerate the process of developing new services for citizens.
A unified platform for application development, testing, and operation.
Significantly enhanced security and operational visibility.
More efficient resource utilization and performance scalability.
Readiness for modern development processes and DevSecOps adoption.
Conclusion
The Application Private Cloud project confirmed that even large public institutions can safely and effectively modernize their IT environments without compromising stability or security. The Social Insurance Agency gained a reliable foundation for application development and management that supports agility, control, and transparency for all teams involved.
