The challenge
The public sector runs a large number of internal applications and systems, built up over time in different technology environments. Maintaining them is costly and places heavy demands on team coordination and security processes. The Social Insurance Agency needed to bring its development and operations environments together on a modern platform that would deliver greater stability, stronger security, and more efficient management of its IT infrastructure.

The solution
Aspecta designed and implemented the Application Private Cloud (APC), a complete cloud platform operated in the Social Insurance Agency’s own data center. The platform is built on Red Hat OpenShift on Bare Metal and provides managed DEV, TEST, and PROD environments for the full software development lifecycle.
APC includes supporting services for monitoring, logging, backup, and security oversight. The solution uses enterprise components such as Red Hat Advanced Cluster Management, Advanced Cluster Security, and OpenShift Container Storage. The platform allows centralized application management and supports DevOps practices with DevSecOps capabilities, which strengthens security standards throughout the development process.
Implementation
The project ran in two main phases:

2024: architecture design and preparation of the environments for integration with internal systems,

2025: moving the platform into production and launching the managed environments for the agency’s development teams.
The work was closely coordinated with the client’s security and operations teams. Aspecta delivered the technical design, the implementation of the platform components, and the integration with network and storage services.
Results and benefits
Before the project, the agency lacked a unified infrastructure connecting development, testing, and production environments. Introducing APC therefore meant more than a technology upgrade. It made it possible to use existing resources more efficiently, raise security standards, and speed up the development of new services for citizens.
