The client: Slovak Environment Agency

The Slovak Environment Agency is a specialist organization of the Ministry of Environment of the Slovak Republic with nationwide responsibility for environmental protection and landscape management in line with sustainable development principles.

The Slovak Environment Agency was established by a decision of the Minister of Environment of the Slovak Republic on May 17, 1993, as a budgetary organization of the Ministry of Environment. It began operating on July 1, 1993, and has operated as a contributory organization since January 1, 2001.

The problem

The project covered the design and implementation of a pilot information system for recording and evaluating applications for grants to renovate family homes, followed by application and process support for projects associated with approved applications.

The renovation of family homes is part of the Recovery and Resilience Plan of the Slovak Republic. Its objective is to provide renovation grants for up to 30 thousand older homes by 2026. Reducing household energy consumption can lower household costs, while lower CO2 emissions contribute to improved environmental quality and public health in Slovakia.

The solution

The client expected an information system design based on microservice architecture, with implementation and operation of the final system, including the customer portal and integration module, in Oracle Cloud Infrastructure because it was also the target environment for other client projects.

The solution was designed for compatibility and straightforward implementation of the target information system in OCI while using OCI platform services wherever practical. Container Engine for Kubernetes was selected to deploy the application modules, or microservices. The solution also uses supporting OCI services including Vault, Object Storage, and DNS.

Part of the solution uses an MS SQL database designed as a deployment of a dedicated database within OCI. The design also accounts for selected Slovak Environment Agency components outside OCI, including sending email through an on-premises email server and forwarding logs to an on-premises logging server.

Results and benefits

The result is a scalable and maintainable environment built with modern technologies. Based on the pilot results and the ongoing analysis and implementation of additional functionality for the target solution, the client has a foundation for continuous development of the information system and efficient support for processing applications and related projects.

Using OCI platform services provides simpler scaling, options for data redundancy and configuration-based backups, and the ability to create cloud environments dynamically as needed.
